If 50 conversions came from 1,000 clicks, conversion rate is 5%. With a 7% target on the same traffic, you would need 20 additional conversions.
Conversion rate is conversions divided by clicks or interactions, expressed as a percentage.
In some ad platforms it can be above 100% if more than one conversion is counted for each interaction.
Use the denominator that matches your reporting source. For ads, clicks or ad interactions are common. For site analytics, sessions or users may be more relevant.
Usually it is better, but it should be judged with traffic quality, revenue, CPA, and ROAS.
A target rate makes it easier to estimate how many more conversions are needed from the same traffic.
